Charley lives in the city of Meritrolis in the year 12 A.E. after “The Event”. Which totally changed the world as they knew it. They now have to live in a walled in city, to protect them from the animal hybrids that science has created. Life in the city is very cruel, unless you are deemed to be of high intelligence. Each member of the society has there intelligence number tattooed on their arm. If you are one of the chosen with a score over 100 you live a safe, privileged and learned life. If you have a low score below 50 , you are deemed to be of low value and a burden to the city. Which causes you to be locked outside of the city gates at night to be killed by the hybrid animals. If you are of a low score but above 50 , you are shunned , and struggle in the slum of the city, you are also the last to be fed and get the smallest portions. Everything in the city is done to assure the greater good for those still in the city, starting with those of superior value.Charley hates the system and wants to reform the brutally oppressive system. His younger brother Alex, who was Down’s afflicted was put outside the city by the Czar that set up the rules initially. As the story progresses, Charley and his friends fight the oppressive system to save a little girl. Then they have to defend the city from hostile hoards that attack the city.
Although the book shares some of the same situations as the first book of The Maze Runner series and The Hunger Games. It approaches the situations from a completely different direction and outcome. This is the first book of what so far appears to be a three book or more series. I thoroughly enjoyed the book and would highly recommend it to anyone old enough not be disturbed by some of the real life situations.

Home and imprisonment are recurring themes in YA novels, and so are the concepts of feeling loved and valued. This novel is post-apocalyptic dystopian, set in a world with bizarre and hostile mutations that merge animals in obviously deliberate ways. The bion is a bison-lion combination, for example, a vicious meat-eating, bull-stubborn giant with a devil-red pelt and eyes. The snick is a winged bloodsucker formed from the genes of a snipe and a tick; it flies in flocks and can drain its victims dry. Chimpzelles, merging chimps with gazelles, hunt in tribal groups with primitive hand-weapons, and will devour humans as happily as any other prey.
Holding the hostile hordes at bay, Meritropolis itself is a walled city in which citizens have carefully-defined roles that rise from their measured merit each citizen receives a periodically-reassessed Score that determines whether they will be permitted to stay in the city. Since it is accepted that being outside the wall at night is fatal, getting a low Score is a death sentence.
That's what happened to Charley's brother. Charley is stunned by the verdict, especially when his own Score turns out to be high. It has left him burning with anger against the city management, motivated to do well in warrior tests, and questioning the fairness of the whole Score assessment system. In short, he is messed up.
The way Charley fits himself into the system to discover its problems and its value to him is the only way his high Score is obvious; in every other way, his behavior and choices only reveal him as a disturbed adolescent. The flow of the story is not helped by the many other voices sharing its narration, none of which are clearly distinguishable from Charley's.
Nevertheless, the novel's unrelenting physical and philosphical action—and its high concept and creative world-building—serve to offset these minor issues of technique. It is a very enjoyable read.
Liner Note This book's title was a tongue-twister until I recalled the Fritz Lang classic film, "Metropolis" The Complete Metropolis. Suddenly it began to fall more naturally on my reading ear.
I couldn't put the story down as once the action started rolling, it began to accelerate! This was an interesting story about rating a person's value based on their usefulness to society... and Charley becoming the unlikely rebel trying to fight the system. That is all I will say so as not to spoil it for you!
Why should you read this book? The world is richly created, and you get a clear feeling of the division of the High Scores and the Low scores in their lives. Charley and the others are developed as Charley meets them and gains some understanding of their personalities, strengths, weaknesses, and motivators. We also feel Charley's rage as the Low Scores are unfairly treated - we feel the unfairness and rage at a system that can decide who lives or not...
While it is indeed a dark tale about a future with limited resources, we find hope in Charley and his friends. Charley has a big heart and sense of fairness that all life is indeed valuable despite the score.
I was given a free copy of this book, but I felt the need to purchase it as I find it well worth another read though! The story will haunt you, and you will want to know what Charley does to fight the system! There is much to be seen through the layers of the story...
I can not tell you how much I enjoyed reading this book. I would have guessed it to be more fantasy science fiction based, than science fiction dystopian, if I hadn't known better.
The journey you take leaves mystery and the ideas are so fantastical that you can't put it down. I started reading and didn't stop until I was done.
My only criticism would be that Charley did not go to see who he rescued. I feel that a short story of that side story would be fascinating, reading solely about the sisters journey.
Needless to say I am hooked and greatly anticipate more.
Editing is decent, minor errors that don't conflict with the reading.
